As a result, the process involves working with three key institutions:

  • State Revenue Service (VID)

Register of Enterprises

The company registration process is well described on the official Register of Enterprises website.

State Revenue Service (VID)

Within one month after registration, you must activate your company’s electronic account in the VID system.
This platform is used to submit tax and financial reports, request certificates, and manage official communication with the authorities.
In practice, these processes are usually handled by an accountant or a licensed accounting firm.

Bank

Opening a temporary bank account currently takes 1–2 days and requires prior verification of the beneficial owner. Opening a permanent account usually takes 2–8 weeks and involves a thorough review of both the company and its owners.

Licensing

Certain types of business activities require a license, for example:

  1. construction
  2. international cargo and passenger transport
  3. staffing services
  4. catering and food trade

Obtaining a license may take up to 30 days.

Visas Residence Permits

After registration, a company can employ foreign nationals and arrange visas and residence permits with work rights in Latvia.
Company founders may also apply for residence permits, allowing them to live in Latvia and travel freely within the European Union.

Branch or representative office registration in Latvia

If you are a foreign entrepreneur looking to start operations in Latvia, you have two options – registering a branch or establishing a representative office. Both solutions allow you to be legally present in Latvia while keeping your company’s legal status abroad.

Branch. A branch is not a separate legal entity – it operates on behalf of the parent company based on authorization. All branch assets belong to the foreign company, and the parent company remains legally responsible for its activities. Importantly, branch registration does not require share capital.

Representative Office. A representative office is not intended for direct commercial activities. Its main purpose is to represent the foreign company in Latvia, conduct market research, exchange information, and prepare the groundwork for future business development in the region. Like a branch, it is not a separate legal entity and cannot conclude contracts or carry out sales in the company’s name.
